The Sahel Projects Manager is responsible for the management, grant financial and operational reporting and compliance for a portfolio of projects implemented across the sub-region. S/he contributes to the fulfilment of the MSI Sahel strategy by leading projects in the sub region.


1- Manage Sahel projects implemented across several countries

  • Coordination and day to day oversight of regional Sahel based grants, ensuring that the deliverables of the projects are well understood by the participating country programmes, holding project inception meetings, coordinating work plans across the different country programmes, ensuring monitoring frameworks are in place and ensuring lines of accountability are clear; this portfolio currently includes three projects.

  • Identification and coordination of technical assistance and expertise to the implementing programmes as needed to ensure project implementers receive support to implementation;

  • Ensure good communication between all stakeholders to support a coordinated and timely implementation of the projects; ensuring the MSI donor lead is kept informed of project development and any issues arising; ensuring lessons learned are shared among country programmes and with MSI technical and support teams;

  • Lead on the monitoring of regional project performance with country programmes to ensure projects are on track against KPIs. This includes analysis of performance data, using country management reporting packs and other programme data, monitoring project deliverables and budget against commitments made

  • With project coordinators, identify areas of underperformance and coordinate action plans to address any areas of under-delivery in consultation with Programme Directors, escalating concerns to the Sahel director

  • Review of annual business plans with regards to regional KPIs and management of regional grants and cost centres;

  • Regional representation and expertise: Be the MSI support office expert on regional project operations, context and approach.

  • Represent MSI in donor and other meetings as required, including while on visits to country programmes

2- Contract compliance

  • Advise programmes on MSI standards and donor contract compliance; raise non-compliance with the Legal and Donor Compliance team, Country Director, Sahel Director and Regional Director. Advise country programmes on contract management including contract amendments. Liaise/be the focal point with donors as appropriate.

  • Financial management: Provide guidance to country programmes on regional project financial management and spending versus actuals ensuring cost recovery against each regional grant;

  • Monitor implementation of systems by carrying out regular monitoring visits, and ensure feedback, follow up, and support based on the result of these activities;

  • Coordinate completion of financial and narrative reports and amalgamate into single projects reports with support and signoff of London based teams; ensure reports are of high quality including thorough analysis of results and deliverables and are submitted to donors on time. This may include translation from French originals to a report in English.

  • Files: Maintain up-to-date files - electronic in grants database and hard copy - of all grant documents including work plans, budgets, reports and approval documents

3- New business development
  • In conjunction with country programmes, Sahel Director and the New Business Development team, develop new regional business development strategies and appropriate donor regional proposals, including writing, reviewing and editing concept notes, proposals, budgets and work plans to donor specifications and to a high standard.



  • Educated to Degree level or equivalent

  • Post-graduate qualification in public health, international development, public management or related field (desirable)

  • Demonstrated administrative, finance and programme management experience (5 years with LNGOS or INGOs at least in project/program management position, including budget management).

  • Experience of working in francophone West Africa

  • Excellent knowledge of donor regulations, policies and procedures

  • Experience of working in reproductive health care in West Africa (3 years)

  • Experience in digital tools for development (especially data capture, data analysis tools) an asset

  • Self starter, demonstrable initiative and self management

  • Fluency in written and spoken French and English;

  • Numeracy

  • Excellent verbal and written communication skills and ability to organise and present information in a compelling way

  • Ability to design, implement and monitor effective project management

  • Understanding of, and ability to write and edit donor proposals and reports

  • Ability to work well with others in a team environment and across disciplines and cultures

  • Ability to manage a heavy and fluctuating workload. Results orientation
