BACKGROUND / GENERAL DESCRIPTION:

Established in 1944, the World Bank Group (WBG) is one of the world’s largest sources of funding and knowledge for development solutions. The WBG consists of five specialized institutions: The International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID).The International Finance Corporation (IFC) is the largest global development institution focused on the private sector in emerging markets. Working with 2,000 businesses worldwide, the Corporation uses six decades of experience to create opportunities where they are needed the most. Private sector financial development is essential to the promotion of successful and sustainable economies in low and middle income countries around the world. Sound and efficient financial markets can ensure that resources are allocated where they are most productive, assisting job creation and spurring economic growth.IFC recently launched an ambitious evolution of its strategy to stimulate more investment activity, especially in Low Income Countries (LICs) and Fragile and Conflict affected States (FCS). This new strategy aims at supporting clients in riskier markets by proactively working in these countries to create, deepen, and expand the markets themselves. This strategy relies on a new approach that calls for closer WBG collaboration to maximize finance for development. We call this approach the “Cascade.” Working with clients, we will first seek private sector solutions to address development challenges—where such solutions are advisable and can be effective—and reserve public financing for projects only when other options are suboptimal.The Chief Operating Officer for IFC, reporting to the IFC CEO, leads all IFC investment operations and advisory services, delivering private sector capital and solutions to create jobs, positive development outcomes, and opportunities in the world’s poorest and fragile countries. In addition to ongoing new business, the COO manages the Corporation’s $50 billion debt and equity portfolio across regions. Reporting to the COO, three Regional Vice Presidents (RVPs) are responsible for the strategic focus, presence and delivery toward the regions. The RVP for Middle East & Africa leads teams that deliver IFC’s investment and advisory services to clients in the Middle East & Africa through a matrixed structure. The Regional Industry Head Middle East & Africa INR reports to the RVP and the Global Industry Head for Infrastructure.Infrastructure is one of the International Finance Corporation’s (IFC) key strategic priorities.The Infrastructure and Natural Resources (INR) Industry delivers financial and technical support to clients in the power, transport, municipal & environmental infrastructure, oil and gas, and mining sectors, from IFC’s own Balance Sheet and through mobilization of other capital. The Department also seeks to maintain IFC, as part of the World Bank Group, at the cutting-edge of helping member countries find solutions to new and emerging infrastructure and natural resource issues.IFC is seeking to recruit a Regional Industry Head for Middle East & Africa INR, to be based in Dakar, who will have primary responsibility for INR activities in Middle East & Africa. The final location of the position will be determined based on business needs in one of the key hubs for the sector in the MEA region. S/he will lead a team of about 70 people located in 10 offices in the Middle East & Africa region. The Regional Industry Head for Middle East & Africa INR will be part of the Regional Management Team and Global INR Leadership Team, and will lead Middle East & Africa INR operations, including investment transaction execution and portfolio oversight.Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year term appointment.

DUTIES AND ACCOUNTABILITIES:

The roles and responsibilities of the position will include but not be limited to:Business responsibility

Provides leadership in investment processing, advisory services, and portfolio for the region’s INR team;

Implements the INR’s strategy in the Region in partnership with the Regional Director and with the guidance from the Global Industry Head, with a focus on achieving strong profitability and sustainable development impact;

Leads and manages processing of investments across the region, with the right balance in priority sectors, geographical distribution and country mix, ensuring quality and efficiency;

Recommends investments to the different Corporate Governance Committees.

Coordinates with the Global Industry Department to bring industry expertise and global know-how at project design and structuring leveraging best-practices.

Ensures robust deal structuring and preparation of high quality documentation and board papers;

Ensures proactive and comprehensive client management in the Region;

Collaborates closely with the Regional Department and Advisory Services team to develop and deliver programs that meet client needs and enhance projects;

Delivers on key business and development targets, with a focus on impact, financial sustainability and investments in IDA and FCS countries;

Responsible for meeting Corporate targets including program volume and profitability targets; development impact as measured by AIMM and DOTS; efficiency in execution of projects and portfolio management; and portfolio key performance indicators and quality. Client and stakeholder responsibility

Represents IFC to key clients and stakeholders in the Region, builds and maintains excellent long-term relationships with them;

Maintains strong relationships with Regional Directors, Regional Industry Heads in the other industries, Industry Managers, and Country Managers, to ensure strategy is well aligned and quality deals are originated, processed, and supervised efficiently;

Partners with other parts of the World Bank Group, as well as other industries in the Region to seek opportunities for joint ventures, mobilization of resources and partners and collaboration and knowledge transfer among the institutions to the benefit of the clients;

In collaboration with Industry Equity team, contribute to the delivery and execution of INR’s regional equity strategy

Actively contributes to the Sector Deep Dives for the Industry by bringing Regional perspective;

Actively participates in Private Sector Diagnosis ensuring industry priorities for specific countries are well represented;

Implements agreed corporate initiatives for enhancing client service People and Resource responsibility

Provides talent and performance management oversight for the regional industry team, in close coordination with the Global Industry Head;

Leads and manages the INR Investment Services team in the Middle East & Africa region and ensures the team has clear deliverables, is high-performing, well-motivated, innovative, well-trained and is committed to IFC’s success in the region;

Directs the INR investment and portfolio managers and staff, ensuring allocation of resources to priority areas and high impact projects and staff development support, including mentoring and professional and skills development;

In close collaboration with the Regional Director, provides overall leadership and people management to staff based in the region and shares accountability for talent development;

Manages budget for the regional industry department with a goal to increase efficiency and effectiveness

SELECTION CRITERIA:
A Master's degree or equivalent professional qualification in finance or business and a minimum of 20 years of relevant work

Commitment to development and a proven track record showing alignment with the World Bank Group and IFC's mission, strategy and values

Strong track record of business delivery, demonstrated investment experience, superior business judgment and established professional credibility

Strong technical understanding of the investment and advisory businesses, including product development, structuring, client relationship management, credit and equity skills and superior risk management

Knowledge of the infrastructure and natural resources sectors

Proven credibility with credit and risk functions, having effectively chaired credit and investment review committees

Ability and willingness to make decisions and take accountability and hold others accountable for results

Proven track record of managing and motivating staff across different locations, making staff development a high priority

Demonstrated ability to assemble diverse, high performing teams in a dynamic and multicultural environment

Capacity to build strong client relationships that lead to results oriented and development focused partnerships

Excellent people management skills and openness to feedback and new ideas, and ability to guide staff to solutions

Recognized as a team player, leader, strategic thinker and thought leader, who models highest ethical standards in his/her actions

Strong written and verbal communications skills

Ability to represent IFC externally and to develop and manage relationships with clients and other stakeholders
