Chemonics International is seeking CVs and cover letters for a long-term Project Director for the HRH2030 Senegal activity. The Project Director is a senior leadership position that assumes overall responsibility for HRH2030 Senegal activities, including, but not limited to, developing annual work plans and other programmatic reports, providing technical input as well as monitoring and evaluation of all program activities, and ensuring the achievement of milestones and targets established in the annual work plans. The Senegal Project Director serves as Chemonics’ HRH2030 Senegal representative and manages relationships with USAID/Senegal, USG and other partners, Government of Senegal and civil society stakeholders, other donors and development projects, and HRH2030 consortium partners working in Senegal. The project director also oversees all HRH2030 Senegal staff and provides direct supervision and guidance to technical advisors and consultants. The position is located in Dakar, Senegal.

About the Program:
As a global cooperative agreement, HRH2030 supports USAID/Washington and field missions in strengthening human resources for health (HRH) across 42 priority countries to increase the accessibility, availability, acceptability, and quality of the health workforce needed to improve health outcomes and advance universal health coverage. Since 2016, the HRH2030 Senegal activity has worked with USAID/Senegal and the Government of Senegal to develop and implement human resources policies and practices that promote an accessible, available, acceptable, and high-quality health workforce. This is achieved through the following three objectives:
  1. Support the review, creation, and implementation of policy and guidelines for sustainable, equitable distribution of health workers

  2. Strengthen structural and organizational leadership within the Ministry of Health and Social Action for effective human resources management

  3. Improve the use of data for HRH decision-making at national and regional levels

Primary responsibilities will include but will not be limited to the following:
  • Provide overall leadership, management, and strategic technical direction of the activity, ensuring an integrated vision among different components and actors. Responsible for overall quality control and maintaining a focus on achieving results.

  • Serve as the activity's primary liaison with USAID, international and regional partners, sub-recipients, and host-country government officials, including actively managing client expectations.

  • Act as primary liaison with the Chemonics Washington D.C. office in technical and managerial matters.

  • Supervise, coach and support professional development of project technical and administrative staff, ensuring staff are successfully managing project activities and operations. In cases when performance issues arise, take immediate action in accordance with Chemonics policies and procedures to address and resolve the issues.

  • Directly supervise the finance and operations manager and technical team members. This includes but is not limited to providing regular feedback and conducting written performance reviews in accordance with Chemonics policies and procedures.

  • Ensure compliance with USAID regulations and Chemonics policies and systems.

  • Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status.

  • Recruit an in-country team that has the correct technical skill mix and work style to achieve activities objectives. This includes long term staff as well as short-term consultants.

  • Ensure that activity work plans are developed and completed in a timely fashion and within budget.

  • Ensure that activity reporting is done in a comprehensive and timely manner.

  • Proactively use monitoring and evaluation data to adjust programmatic approach and strategies, modify work plans and implementation activities as needed, to ensure the program remains on schedule and meets results.

  • Identify cost share opportunities and oversee implementation of cost share manual, including tracking and reporting.

  • Responsible for informing the global HRH2030 director of all programmatic developments, staffing issues, and any challenges that may arise during implementation.

  • Other duties as assigned.

  • At least 12 years of professional experience in managing global health projects including developing and implementing work plans, controlling budgets, and managing a diverse team of local and international staff.

  • Advanced degree in public health, health economics, human resources management, international development, or a related field.

  • Demonstrated leadership experience on a USAID-funded project required, preferably as chief of party/project director or deputy chief of party.

  • Proven capacity acting in a high level representative role and working with myriad stakeholders, including US and local government officials, and private sector actors.

  • Knowledge of strategies and approaches to increase performance and productivity of the health workforce preferred.

  • Ability to proactively anticipate and respond to rapidly changing conditions and project needs and deliver project results.

  • Familiarity with the Senegalese Ministry of Health and government systems, particularly the Ministry of Health and Social Action preferred.

  • English and French fluency are required.

  • Senegalese nationals strongly preferred.
